Well it partially being used.
I know that RAH hired/recalled all of the Midwest pilots who wanted a spot on an E-Jet. I am not sure if those who didn't take the job are on the list anymore, and in my opinion they shouldn't be. The 8 (now 6) Midwest guys at Frontier bid for their schedules based on their IMSL seniority, but are at the bottom of the Frontier seniority list and bid according to that when it comes to vacancies.
RAH has been hiring off the street to fill vacancies from First officers and has also been filling captain vacancies. There was never any avenue for F9 pilots to bid on any First officer vacancies, or E190/ Q400 captain slots. I suspect if F9 needs to fill First Officer vacancies, then they would do so in the form of new-hires off the street as well. Yes there is a list (IMSL), but there is no contract that says how you can move from one to the other. I doubt you will see any new positions open up though in the near future. We will likely be separated or liquidated before that time comes.
