The company is very quiet about how many times they offer recall, or allow bypass. When I checked a couple of weeks ago, 1/3 of the "New-Hire" class in FLiCA was senior to me. If that don't make you want to start drinking, nothing will.
That said, I do believe most of the Midwest "recalls" that are going to come back are already on property. Many have fallen of the list since the IMSL.
