When you first bid, it counts for both, but after your bid award, just pay. That means your line credit time will be 21hrs. less after the bid runs, so you can pick up another 21(or more) hours to 'fill up' during a vacation month, and you'll be paid the total of what you picked up, (up to ALV +15) PLUS the 21hrs. of vacation pay.
I know, it makes no sense, that you could work MORE, not Less, during a vacation month, but that's the way it came down.
Don't get me started on what a bunch of Wh0res we've become...there was a time when you could actually sell back 50% of your vacation time, and the junior guys did cry! But now we can sell back 100% of it! And you wonder why there's no open time?
