Incorrect. IF you are designated as RLL-eligible/unblockable, and you elect as your last resort an RLL line, your RLL line can now be worth as little as zero. This was a change negotiated recently (see PBS Notepad 12-05) and is reflected in our current contract.
my understanding was that you were either unblockable (blank regular line) or RLL. I stand corrected if your explanation is correct.
