They don't have to displace... there is no such language in the PEA. What they can do is slowly over months down size a base until it doesn't exist. This system bid a base will have 100 crews... the next bid 50... the next 25... then zero. If you don't put in a system bid they will stick you where they want. Why? They know this and thats why they don't want to talk about displacement language; it takes away flexibility.
I realize that they can do what they want, but the question is have they? Can doing it and having done it are very different precedents. I understand they have no ability to displace, they have the ability to wave the proverbial carrot of better lines in bases where they want more crews and then shrink the base behind them.
