They don't have to displace... there is no such language in the PEA. What they can do is slowly over months down size a base until it doesn't exist. This system bid a base will have 100 crews... the next bid 50... the next 25... then zero. If you don't put in a system bid they will stick you where they want. Why? They know this and thats why they don't want to talk about displacement language; it takes away flexibility.
Not exactly correct..... they could move time away from a base but if no pilots bids out to the base new base positions (time)they would need to hire for the unfiled time. This was proven over the past few year with our JFK E190 time. So they really can't close a base.
