They know this and thats why they don't want to talk about displacement language; it takes away flexibility.

Not exactly correct..... they could move time away from a base but if no pilots bids out to the base new base positions (time)they would need to hire for the unfiled time. This was proven over the past few year with our JFK E190 time. So they really can't close a base.
