It gives them a chance to weed out any "trouble" they see. You have to sign over your entire cpz employment record, so they will see any issues.
If you work for a DCI carrier, they pick up the phone and call your CP during the interview, (when they send you out of the room,) to see if you are a discipline child. OALs stand a better chance slipping through the cracks.
