An airline who's health insurance benefits are worse than American Eagle is not by the negotiated definition, by the PVC, a destination airline. The goal was to become such an airline right up to the point Jetblue unilaterally gutted the benefits of this airline and threw out the agreed upon method for basing the peer set.
