Upgrade is all about seniority (and total time to meet the upgrade requirement).

In your case, yes, this 3000 F/O will upgrade to captain provided his seniority can hold it.

But no matter, as soon as those F/Os above him (more seniority with the company) get their 3000TT, they can upgrade and will always be more senior, in the scheduling sense.

That's why a few of the street captain hires were on reserve a long time. All the Gulfstreamers and F/Os were upgrading and had seniority above the number the street captains had.

That's my understanding.
