I would think this question has been asked and answered before but instead of me weeding through 160+ pages of threads I would appreciate if someone could answer this question for me.
If one is turned down by skywest, is there a time period you must wait to re-apply? And is there a maximum number of times they allow you to interview?

Six months is the normal waiting period. I think (but not sure) they'll let you interview at least three times. It was normal way back in the day to get hired on the re-attack.
