Agreed, however, on the last point- it is only available to current captains or captains on leave. There comes a point fairly quickly when the lifer log jam takes up all the CA slots (only around 405) and the program is effectively toast at that point.
The union says that it's a captain at the time the agreement is signed or on leave as a captain when the agreement is signed. That's basically the entire list in 2 years.
