Yes, that's possible --- but highly unlikely that's what happened when zero trips show up in OT from 7am-9:45 am and then a bunch appear.

Additionally, if a pilot has been sick each day for a series of sequential trips it is very easy to check his calendar after 7am and see that he is still sick.

His calendar will show his trip removal just after 7am --- and then that trip should appear in OT.

When this trip (and others who are "newly sick) do not fall into OT until much, much later between 7am-10am, then clearly the schedulers have been waiting to release the "sick trips" into OT.
