Sorry but I just shot an ILS in an MD11 into Delhi that involved 30 minutes at 180 knots, ~6000 feet, waiting for the controllers to untie the knots in their inbounds, all the while dodging 50,000' tall thunderstorms - including one athwart final approach about 4 miles out, just so we could land with an 8 knot tailwind onto a slick wet runway - and half the high-speed turnoffs were blocked with men and equipment, but not the ones listed on the notam.

Yep, that's pretty much standard even during the non rainy season. To have more than one airplane on final w/i 10 miles of the arpt is "congestion" for them. I actually like going to Delhi, just don't like getting into and out of there, it's always a mess and it doesn't have to be.
