No - - within 60%.

Scenario - Your calculated stopping distance is 5000'
At a field with a 10,000 runway, you would have to stop in 6000' - GTG*
At a field with a 8000' runway, you would have to stop in 4800' - NOT GTG

(GTG stands for Good To Go)
