Maybe I'm not reading you right but you say using perfect technique and approach you would stop at 60%. Landing at ATL and then going to our outstations the 60% of available runway is quite different.

Scenario - Your calculated stopping distance is 5000'
At a field with a 10,000 runway, you would have to stop in 6000' - GTG*
At a field with a 8000' runway, you would have to stop in 4800' - NOT GTG
(GTG stands for Good To Go)
