Weird, it doesn't happen to my Microsoft Flightsim X.
It's under advanced options. Go to:
File-> Options -> Realism Settings
and under the "Miscellaneous tab" ensure that the "Simulate TOGA surges" option is checked. It only occurs once every 700 takeoffs though.
