I agree 1000 TPIC is a nice thing to have on your resume and in the late 90's was a "must have". It is no longer something that you must have to get an interview. The people hiring these days understand the stagnation that is occuring at regional airlines and don't expect every applicant to have the 1000 PIC they used to expect.
That being said you will probably not get a look as a 6 year RJ FO with no other salient experience. With no upgrade in sight move on to something that adds to your experience and resume for example a 121 supplemental carrier flying large equipment internationally (767, 747, etc.) and you might get a look without the 1000 PIC turbine and you will make a whole lot more money than an RJ FO.
I agree but it depends on what airline we're talking about. You might have been able to get hired onto JetBlue or Spirit with 4 figures of TPIC but now forget about it. Don't get me wrong, it does happen but those airlines are going to be stricter at weeding out the overqualified. Those sub-par payscale airlines aren't wasting their money training you now with hiring going on at United, Southwest, Airways/AA getting their new payscale and Delta hiring at the end of the year.
