Ted never had THAT kind of funding. Locals would fly point to point from CRQ if, and that's a BIG if, there was a good logo on the tail. They've tried it many times with turbo props and even C421's. Never worked. Mesa could have pulled it off if they weren't such a sucky Op. SkyW is still mostly full. It will continue to be a pipe dream in the future.
