I was surprised to see so many Gulfstream V's in and out of there. If it is still the 5000ish foot runway I remember from about 10 years ago, I highly doubt the E170 would be able to operate part 121 from there. I am sure the CRJ-900 would not.
I dunno about terrain clearance for departing CRQ, but out here on the east coast, the E170 can get out of EYW, which is shorter than Palomar at 4801' to KDCA (over 1000 nm), with reserves.
