I dunno about terrain clearance for departing CRQ, but out here on the east coast, the E170 can get out of EYW, which is shorter than Palomar at 4801' to KDCA (over 1000 nm), with reserves.
Then going west over the ocean wouldn't be a problem, might be a problem east with the mountains still...
Guess that's a better short field plane than the 900. Normal ops required at least 6000ft (The plane usually came back with numbers in the high 4 low 5000's for actual required factored distance)
