My Category (LAX 73 FO) has many Pilots with 0 credit. Reserve usage issues are totally category specific and change each month.

As far as ALV + 15 not being the culprit - how could it be?

Unless guys are over the ALV it is not really in play.

Reserve manning has not changed yet with regard to ALV+15 so if some reserves were flying over the ALV some reserves would be flying less.

I don't like ALV+15 but I don't think it will matter very much for the following reasons:

Once hiring starts being on reserve for more than a year or so will be much more of a choice than it has been for the last 10 years.

Regular line holders white-slipping to the maximum seems to be the new normal for a lot of guys - this eliminates a lot of open time.

If reserve guys fly to ALV+15 they will be making a bigger paycheck so I bet many guys on reserve will be hoping for the 16 hour call when just below the ALV and why not.

Yes some will get the call who don't want it and would rather be finished. But many reserves probably appreciate the opportunity to fly more - remember the reserve guys complaining they never break guarantee and it was not fair the lineholders get to white-slip while they get shutdown.

Personally I wish we had the old Bow wave system to limit guys from flying their A$$$es off each month. I would prefer to make more by moving into the left seat sooner.
