Default Provisional ATP Requirements

Hi all,

I've spent the last hour looking for the aeronautical experience requirements for a "provisional ATP" given the new FAA rule change. I have a 4 year aviation degree with my instrument and mulch-commercial ratings completed at the university through part 142, so I should qualify for the "provisional ATP". I'm just wondering if the rest of the 61.163 requirements (500 x-country, 100 night, etc) still apply? I assume so, but I haven't found anything that tells me that for sure. The FAA's FAR website has nothing about "provisional ATPs".
