My understanding of the mechanics of it is: Recall letters go out in advance of hiring, giving guys a heads up that there is a window of time in which they can return. When hiring begins (and I would lump flow ups in this category) Bypass recalls come back with a flow up or new hire class. It probably is very possible to have the initial classes populated exclusively by furloughed pilots before anyone else. However, furlough bypassees can only come back while we are hiring.

If they sent someone a recall letter - That is PROOF of hiring at the same time.
