That technique was apparently taught sometime in the recent past. A year or two ago, a check airman was including a generic admonition against the practice in his general line check debrief. aka, the training department "hot topics".
The Captain in question was probably taught the technique as an FO (during one of the numerous procedure re-do's we've suffered as management came and went) and never unlearned it. It's not standard.
