Maybe you should consider trying to change the RAW system so that hours/duty periods over the ALV in a month carry over to the next month, so that someone that got hit in June, doesn't get hit again in July. Not a bad idea.
Something like if you get to bucket 4 (163 raw score or more) then you start in bucket 2 with 81 points the next month or let's say half of whatever you ended up with? Intriguing. I never thought of that one.
