Delta has had a plan for PCL for many months, a plan which did not hinge on the outcome of the pilot vote as some people may believe. The staffing dynamic at regional airlines has changed and I believe Delta recognizes that. There WILL be a regional pilot shortage within 2 years unless the pay increases (won't happen) or if new hires are guaranteed career progression to a major.
