Different situation....the DCAir carve-out you allude to was a result of a landslide of opposition to the proposed 2000 US/UA merge....Congress and the DOJ were taking a dim view of the whole thing and it was not going to get approved without significant divestitures. Not the case this time. Different political situation, different industry dynamics.
Also UA controlled IAD, giving the new UA DCA and IAD. And LLCs have grown at DCA and BWI.
