Actually, I'm still confused. If the reduction was cancelled, wouldn't the only tab that gets looked at be the vacancy tab? It wouldn't matter what someone had under the voluntary tab.
Correct. So if you are a DTW FO and wanted to leave the base, you would put xyz FO in the voluntary tab and leave the vacancy blank.
