Trying to get a voluntary displacement is a gamble since the pilot is hoping there are not enough vacancy bids to satisfy a reduction. Pilots who really want the position will put it under vacancy and pilots who only want the position if they get a paid move and benefits will put it under voluntary displacement.

The concern now is that pilots who put their choice under the vacancy tab could lose their position to someone who previously put their choice under the voluntary displacement tab (and now changes it to vacancy tab). The only way to prevent pilots from being harmed is to keep the previous awards but allow pilots who change their bid to ALSO be awarded their desired position.
