I think that USAPA's DOH scheme, at least as Seham presented it, did the same thing to the west. It did have some protections for the west where the Nic had none.

The company is not going to let itself be sued and the APA will not allow themselves to be held up for years while a court decides that an arbitration is an arbitration.
