Excellent find, that explains it as clear as crystal. In a nutshell Republic bid below cost, Skywest didn't have the E175 type, and Skywest couldn't operate out of ORD due to the UAL non compete clause.
Looks like Republic didn't learn anything from PNCL about bidding contracts below cost, especially while you're in contract negotiations.
