It appears to me that such a waiver wouldn't be consistent with the law that is forcing this down our throats (Airline Safety and Federal Aviation Administration Extension Act of 2010). The law states that an ATP will be required beginning 3 years after it's passage (Aug 1, 2013)
whether the FAA publishes a rule or not.
