I agree it is progress. Guarenteeing a flight instructor a job is great news. However, even if they don't travel a lot there are a lot of flight instructors out there, it adds up. Giving them priority over others is something I don't agree with.
Why not if it's a CPA? They own every seat in the back it is THEIR choice to dish out the pass travel as they want.
