22. Who will use PBS and who will keep our current line bidding?
The negotiated PBS system will be used for all new equipment positions. Current Contract 2004 line bidding will be used for the EMB‐135/145 operation. If new equipment is introduced before
PBS is implemented, current line bidding will be used until implementation.
23. When will PBS negotiations take place? When will the system be implemented?
PBS negotiations will begin as soon as practical. The parties are committed to implementing PBS within a reasonable period of time. It is not known at this time how long a full negotiation and
implementation of PBS will take. One of the first steps in PBS negotiations will be to establish a formal process agreement, which will include timelines and other information.
24. What system will be used?
The award did not include a named system for a number of reasons. However, at this time, the parties intend to negotiate and implement SmartPref.
25. Will the pilots get to vote on PBS?
Until a full process agreement is negotiated, it is impossible to know what, if any, ratification process will be used for PBS. There are several possible processes that could be used for a vote
to decide between systems, system configurations, or between a system and an arbitration. However, as part of this award, the parties are committed to negotiating for PBS.
Neither the Company nor the Association has the unilateral right to “vote no” and stay with the current line bidding system. So while
a pilot vote may play a role in PBS implementation, it will not be used to decide between PBS and line bidding.
Just remember that the LASA MEC asked the Company and LXJT to put both SmartPref and Flightline out to the pilot group to allow YOU to choose a system. This was requested December of 2012. They both said NO!
