Most allow it as far as I know. My airline certainly does, but it is the Captain who controls the ability to allow smoking or not. I am a Non smoker so No Go in my cockpit. Sometimes after landing I will leave and let the Copilots smoke with the windows open while I'm out talking to the girls.
