Are you saying if you pass a 135 checkride in the otter, then all that person has to do is find a CFI to sign them off for the HP endorsement? And that technically the 206 cannot be flown until the HP endorsement is acquired EVEN though the checkride in the otter happened?

Anyone that is qualified to sign you off in a high performance aircraft can sign you off.
This enables you to fly any other high performance aircraft.
So as long as you have the endorsement you're good to go.
