Do you have a reference for that? I always thought you had to take your initial with a FSDO.

When I was doing alot of instruction I would always recomend that the inital ride with the FSDO be the CFII. My rational was that the canidate would be nervous as a wh**e in church, so why not make it as stress free as possible.

When doing the CFII with the FSDO all they can ask you is FOI and instrument questions, as opposed to FOI, REC, PVT, and COM questions.
