To use the exemption you need a 2nd alternate that is "Golden". So you have destination(crappy), alternate(crappy), 2nd alternate(golden).

Why not just file destination + 2nd "golden" alternate initially and your good without exemption. Is it because you cannot land at any airport not on dispatch release and you most likely will get into one of the first two, where you really want to land.

Trying to understand why you would ever use this if your legal with just your destination and golden alternate.
