Mine did change during the process. I think while they are in there poking around in your file, it goes to "one file". Then mine returned to "active". I was given a "pool" date letter dated 4 days after my interview... It arrived a week after the interview.
Good Luck, I think the "on file" means they are looking at you.... just my guess.
