There are probably very pilots on this forum who can answer specific questions about Eastern European Air Forces. Honestly I would maybe start with your cousin and see what he find out for you, or even just find a military recruiter to ask.

But most air forces around the world will take pilot applicants with little or no flight experience, so a frozen ATPL should be helpful in the application process.
