I'm no CPA, but I fail to see how it's even possible to quantify $7 million in NRSA travel. Are those administrative costs like they used to claim from the old "Write Your Own" program? Doubtful since nearly everything is paperless and requires no work on a CS agent's part to activate you or anything else. Is that what it costs to carry NRSA's around? Again, doubtful. My guess is that someone took an amount, in this case $20 domestic and $50 INTL and multiplied that by an average number of NRSA's carried in a year and came up with the $7 million figure. So to me, it appears to be more of a way to make money they would otherwise not opposed to money they're losing.
So for the sake of argument, I'll bite on the $7 mil figure. What is going to happen next year when people find another way to work or to take vacations and they don't make $7 mil off NRSA travel. Raise the segment fee? Yearly opt-in amount?
