Higher hours of time in the same capacity at an advancing age statistically makes training more difficult, hence there is likely no added benefit of having 10,000 TPIC vs 1000 TPIC. It's all part of their targeted selection thing.
With that said, with all things being equal, the line check airman with 1500 TPIC and a Masters degree will get the call before the Foursquare Mayor of the Fort Wayne Best Western with 10,000 hours of CRJ left seat time.
