Well that doesn't seem right.
There's plenty of FOs on the Saab and 1900 that have the time to upgrade so why would they do that? Unless of course they realize that Silver is unattractive to any 1500 hour FO prospects and they decide to lure FOs from other airlines by offering them DEC slots.
Let's hope it remains a rumor.
