Atlas is not home based, they have gateway travel, you are not on the payroll when positioning from home, they just buy you a ticket to get to your base. Your pay will start when you go on duty for your trip. This ticket is seen as a benefit by the IRS.
World on the other hand, has a pay only base KMCI and you are on full pay (THP, Per Diem, DH) from the moment you leave home.
To compare the two, think of World's travel from home as an online position between DFFD to LRCK. It is seen as a requirement of employment, not a benefit.
