As TW said, Atlas issues the yellow vest to pilots. Many foreign places (SYD for instance) require them and during the night time mayhem on some of these ramps I wish there was a strobe attached to it!
I'm guessing that If the planes were equipped with them instead of the pilots, they would grow legs like many other portable things on the aircraft and not be available when you need them.
