From the Military guys being called it appears to be the Instructor time. I believe almost all that were called in the first batch had 3,000+ airplane hours, and over 1,000 hrs IP time.
In addition to IP/Evaluator time, advanced degrees appear to carry some weight. As always, there are exceptions to the rule. I didn't have a single recommendation when I received the e-mail, so inside connections don't seem to be mandatory (good news for many of us).
