I don't know the weight applied in scoring but I have to suspect the internal letters do carry more weight. But both carry weight for the
job offer.
What an applicant doesn't want is enough points to score an interview but then have HR find the internal recommendation is flimsy (red flag!) and not make an offer when they complete their due diligence when the applicant had enough 'horsepower' in their app to score an interview on their own.
