That's true. However there have been a few CAs that got in trouble because they were overblocking constantly by flying even slower than Econ speed. I know of one guy that was told resign or get fired because he was flying so slow they got him for safety of flight reasons. That's what prompted that memo a while back about not flying slower than flight plan speed unless we are early.
