Nope, not dead. AFRC is currently not filling any AGR vacancies in certain squadrons because AFRC programmed for a conversion in FY14 (but didn't tell the affected units--and still haven't--all intel is via bro network from dudes on the staff). However in standard AFRC fashion, they still don't have their feces consolidated as to how to execute that. So units are stuck being unable to hire AGR replacements (and not being told officially why). And since there is no plan, No PDs written, etc., it might be potentially 1-2 years before being able to hire ART replacements. Genius in action.
