This is exactly correct. ALPA's merger policy is cowardly. It goes like this:
1) Look at our great ALPA merger policy!
2) Go to an arbitrator - whatever happens will be his fault.
3) The arbitrator will assign by category/class.
The only thing being arbitrated is which aircraft go in which tiers. All future merging parties will benefit from keeping this in mind.
ALPA would be more respectable if they were more honest.
