We flew out of ATL for months with almost 3x the number of departures per day (compared to what BH posted) before they announced it as a reserve only domicile (3 crews). Then it took several more months before they added line crews just to close it 2 years and 9 months after it opened. Also XJT's been buzzing in and out of DEN for years with far far more than 30 departures per day and Inc. just finally opened it as a domicile.
In other words, SkyWest won't open a domicile unless the flying is guaranteed for a long period of time and there’s so much flying that flowing crews becomes cost prohibitive. In this case I think it's a glitch, if not I'd expect crews for other domiciles to flow in and out of CLT to cover the flying.
